Dr Timothy Brain OBE QPM BA PhD FRSA Chief Constable Gloucestershire Constabulary

A student at the University of Wales, Aberystwyth, he read history, for a first class honours degree in 1975 and his PhD in 1983. He joined Avon & Somerset Constabulary in 1978 under the graduate entry scheme. Rising to chief inspector he joined Hampshire Constabulary as a Superintendent. He became Assistant Chief Constable in the West Midlands Police in 1994, responsible for Community Affairs and later Operations. He oversaw the policing of Euro ’96, counter terrorist operations, and the 1997 reorganisation of the force. In 1998 he became Deputy Chief Constable of Gloucestershire. Dr Brain was appointed Chief Constable of Gloucestershire in 2001.
As Chief Constable he has presided over the completion of the UK’s first Tri-service (Police, Fire and Ambulance) Emergency Control Centre, creating new specialist investigative units to combat serious & organised crime, and receiving the Investors In People award, becoming one of the few Police Forces to achieve the standard. In 2006 the Force moved into a new state of the art HQ, built under the Public Finance Initiative, being on time and under budget.
A member of the Association of Chief Police Officers (ACPO) since 1994 he is their spokesperson on prostitution and related vice matters, leading the Government’s policy for child prostitution in 1998 and creating ACPO’s own prostitution strategy in 2004. He chairs ACPO’s Finance Business Area, and Chairs the Chief Police Officers’ Staff Association (CPOSA).
He was awarded the Queen’s Police Medal in 2002. He was elected a Fellow of the Royal Society of Arts, Manufactures and Commerce (FRSA) in 2004 and a Companion of the Chartered Management Institute (CCMI) in 2007. In 2008 he was awarded the OBE for services to the Police and the community in Gloucestershire.
His interests are history, music, rugby union and supporting Gloucestershire County Cricket. He chairs the British Police Rugby & the British Police Symphony Orchestra. He is married with one son.
