Stephen Otter Chief Constable Devon & Cornwall Constabulary

Mr Otter began his police career in 1982 when he joined Thames Valley Police. A three-year spell with the Royal Hong Kong Police followed, where he served in one of the most densely populated areas in the world in Kowloon, as an inspector in both uniform and CID. Moving from Avon & Somerset Constabulary, where he held the role of Deputy Chief Constable, Stephen Otter was named Devon & Cornwall Constabulary’s chief constable in January 2007.
Upon his return to England in 1989, Mr Otter continued his career with the Metropolitan Police and rapidly rose through the ranks, being appointed as commander in 2001.
During this time with the Metropolitan Police Mr Otter’s work was focused within Central London with spells in Notting Hill as the divisional commander and Kensington and Chelsea as borough commander.
